Yes, George Washington's advice was explaining to keep yourself and the land out of danger, destruction and problems. Cherish the public people of the states, appreciate the money and property you have and deserve.

The 1st advice of the Farewell Address is only to have business relationship to foreign people/countries.
The 2nd advice of the Farewell Address says that to be cautious in parties because it might contain consequences that might offend the community and ruin the liberty of others.

Those are good advice because it tells the president of the U.S what to do correct. It also helps to keep the president safe.
